Looking Back on Our Success and Looking Forward to 2020

The Wisconsin Academy of Family Physicians had a highly successful campaign contribution strategy for the 2018 election cycle. Over 95% of the total funds contributed to candidates for state office was allocated to candidates who won their elections on November 6, 2018.

A political giving strategy is only successful if there are funds to give, which is why we’d like to thank the following family physicians who generously contributed to the Wisconsin Family Medicine PAC, and the Legislative Involvement Fund, during the 2018 campaign cycle:

The strategy employed by WAFP leadership, the Wisconsin Family Medicine PAC Board, and WAFP’s government affairs team focused on identifying individuals with a record of standing with family physicians and Wisconsin’s greater physician community on a variety of issues. This strategy ensured we supported candidates who supported us and recognized the need to strengthen relationships with some of the legislature’s most important decision makers.

In total, WAFP contributed to the following thirteen Democratic and fourteen Republican candidates for the state legislature:

In total, WAFP raised $7,125.00 for the WIFamMedPAC and $3,950.00 for the Legislative Involvement Fund. These generous contributions allowed us to be successful, but we did fall short of our fundraising goals.

As we look towards the next election cycle, our goal is to raise at least $10,000 for the WIFamMedPAC and at least $5,000 for the Legislative Involvement Fund and make sure Family Medicine has a strong voice in the 2020 election. Imagine if 2,000 family physicians contributed just $25. Being able to use $50,000 to help candidates around the state and across party lines would be significant in offsetting the political capital of the chiropractors, trial lawyers, and insurance companies.

As you may know, WIFamMedPAC is WAFP’s political giving program that allows members to engage in the political process and advocate for effective healthcare and workforce policy that supports family physicians.

Through WIFamMedPAC, the Academy collects voluntary contributions from members into a single account and distributes them – under the direction of the PAC board – to candidates for elective state office who share WAFP’s policy goals and vision for healthcare in Wisconsin. By contributing to WIFamMedPAC, your political contributions are responsibly distributed within the parameters of state campaign finance laws. 

We’ve been fortunate to have many WAFP members contribute during this election cycle. However, I’m asking everyone to contribute.

WAFP Sets 2019-2020 Legislative Priorities

With the 2019-2020 legislative session in full swing, WAFP is diligently advocating for several initiatives aimed at progressing the future of family medicine. In collaboration with Academy leadership and our government affairs team, WAFP has set the following legislative agenda for the two-year cycle:

  1. Federal Medicaid Expansion – Family medicine and primary care are the only entities charged with longitudinal continuity of care for the whole patient. Payment for primary care services should be at least equal to Medicare's payment rate for those services when provided by a primary care physician.
     
  2. Child Psychiatry Consultation Program – Expand the Child Psychiatry Consultation Program from the current two-hub model to a statewide program in the 2019-21 budget.
     
  3. Wisconsin Rural Physician Residency Assistance Program – Seek additional funding in the 2019-21 state budget for the WRPRAP program to ensure the expansion of residency opportunities at rural hospitals.
     
  4. Step Therapy Reform – Seek reform measures similar to initiatives in Iowa and Minnesota to limit an insurers’ ability to require step therapy if a medical provider can provide proof a patient meets certain criteria which would allow the patient to bypass a step therapy process.
     
  5. Family Medicine Training – Seek funding in the 2019-21 budget to support programs at the Medical College of Wisconsin to train medical students and residents in family medicine.
     
  6. Wisconsin Academy for Rural Medicine – Support additional funding for the WARM program, which seeks to address rural physician shortages by training medical student committed to working in rural communities.
     
  7. Graduate Medical Education Grants – Ask for the continuation and additional funds for the Graduate Medical Education Grants. The grants are a unique opportunity to partner with hospitals, health systems, and medical schools because public funds are matched dollar-for-dollar by those entities.
     
  8. Capitation For Medical School Students – Request state capitation funds for Wisconsin medical students to help curb the cost of tuition. The capitation program would function similarly to the Contract for Dental Education managed by the Higher Education Aids Board.
     
  9. Primary Care and Psychiatry Shortage Grant Program – Ask for continued funding and promotion of the Primary Care and Psychiatry Shortage Grant program, which provides primary care physicians who work in healthcare shortage areas a grant for their willingness to practice in those areas.
     
  10. Preceptor Financial Recognition – Seek funding for recognizing preceptor involvement. It could be through a grant, tax credit, or something else.
     
  11. Direct Primary Care – Seek state statute clarity that direct primary agreements do are not health insurance policies.
 
 
 

Please Register for Dr. Day 2019!

The Wisconsin Academy of Family Physician’s invites you to attend and participate in Doctor Day 2019 at the Monona Terrace Convention Center in Madison on Wednesday, May 1. Over 500 physicians and medical students are expected to attend, and family physicians need to be represented. 

 

This annual event grows year after year and has become one of the largest state physician advocacy days in the country. Doctor Day provides a unique opportunity for physicians to come together to advocate on behalf of patients and the medical profession.

 

We hope to see you at Doctor Day 2019. When hundreds of family physicians enter the State Capitol wearing their white coats, it sends a powerful message to policymakers that physicians care about the future of family medicine.
